Can I pause Meta Lead Ads without disconnecting Facebook?

Yes. Open Settings › Integrations › Meta Lead Ads and set Service status to Inactive. While it is inactive, BytePhase does not import new leads from your Page; set it back to Active to resume. Your Facebook connection stays in place, so there is no need to sign in to Facebook again.
